KOWALSKY, Richard Gregory “Rick” (1948 - 2015) – passed away at the Norfolk General Hospital, Simcoe on Saturday, July 18th, 2015 in his 67th year.  Beloved husband of Debra Kowalsky (nee Murtland) of Simcoe and the late Carol Kowalsky (nee Dixon – 1983).  Loving father & grandfather of Richard Kowalsky Jr. (Debra) of New York, children Dylan, Sydney and Ryan;  Richele Boatright (Jeff) of Waterford, children Abigail and Wesley;  Michael Backus (Mary) of Port Dover, children Matthew and Alexa.  Rick will be lovingly remembered by his siblings Dolores Noppe (Roger), Donna Kowalsky, Marilyn Bint (Howard), Ken (Jeannine), Bob (Jane), and Ron (Judy), all of Simcoe.  Survived by his sisters-in-law Joyce Kowalsky (late Karl), Cathy Kowalsky (late Earl) and by a brother-in-law Dan Rossi (late Joan).  In 1974, Rick was first elected to Simcoe town council.  He then served as a regional councillor and was elected as Simcoe Mayor in 1994 and was acclaimed as mayor in 1997.  Rick also presided over Simcoe as the Haldimand – Norfolk Transition Board folded the Town of Simcoe into the new Norfolk County.  He served on several committees during his time as an elected official including Simcoe Hydro Commission, the Police Services Board and was active in the community as a volunteer firefighter and was the past president of Simcoe Kinsmen Club.  Friends are invited to share their memories of Rick with his family at the JASON SMITH FUNERAL CHAPEL, 689 Norfolk St. North  Simcoe for visitation on Wednesday, July 22nd, 2015 from 2-4 & 7-9 p.m.  A private funeral service will be held with interment at a later date.  Those wishing to donate in memory of Rick are asked to consider the Cancer Support & Resource Program.  Personal online condolences at www.smithfuneralchapel.com (519) 426-0199
